The Hainan provincial government issued a 15th Five-Year service-industry plan
prioritizing tech, marine, biotech and commercial space clusters. Yazhou Bay
Science City will host 16 specialised service platforms (including gene
sequencing, molecular testing and variety testing) to create one-stop R&D
outsourcing, testing and tech-transfer services; Haikou will develop a Pharma
Valley CRO/CMO platform covering the full new‑drug R&D chain. The plan targets
industrialisation of underwater robots, deep‑sea sensors and offshore operation
platforms and the creation of a national marine equipment manufacturing
innovation centre. It directs construction of a Wenchang International Space
City technology-innovation public platform, an International Star‑Rocket
Collaborative R&D Center and an International Satellite Advanced Manufacturing
Center, and supports application and commercialisation of green propellants,
rocket launch-and-recovery technologies and integrated LEO communications
satellite constellations to build an integrated
launch+service+manufacturing+application commercial space industry ecosystem.
