The EU Chamber of Commerce in China said it noted the European Commission’s decision on the 20th to fine AliExpress €550 million under the EU Digital Services Act (DSA) and voiced strong concern and opposition. The chamber said the decision raises serious questions about the consideration of firms’ compliance efforts, protection of legitimate corporate rights and proportionality of the penalty, and urged that platform regulation be based on clear, transparent and predictable legal frameworks that avoid creating market barriers or undermining business operations and market confidence.

Wistron opened its D1 AI factory in Fort Worth, Texas on the 21st (US Central Time), a roughly $700m, 324,000 sq ft facility. The plant has produced and begun volume production of the first U.S.-made NVIDIA GB300 compute substrate. NVIDIA CEO Jensen Huang attended and said AI demand remains strong, NVIDIA is growing ~doubling annually and will need more AI factories, making capacity expansion necessary. Wistron chairman Lin Xianming said the company will build a D2 plant twice the size of D1 and may evaluate additional D3 and D4 sites.
