The NDRC and National Energy Administration issued the Renewable Energy Development 15th Five-Year Plan, calling for promotion of offshore wind integration with offshore PV and other marine energy. The plan encourages co-development of offshore wind with offshore oil & gas, seawater desalination, marine ranching and subsea computing capacity, urges integrated build-out with marine observation, ecological and seismic monitoring facilities, and directs exploration of offshore energy islands as a model for comprehensive green-energy development and higher-efficiency utilization.
