Twenty-five US states and the District of Columbia sued in U.S. District Court
in Rhode Island seeking to block the Trump administration from conditioning part
of FEMA disaster aid on state changes to election administration. The Department
of Homeland Security said it would attach conditions to more than $1 billion in
FEMA grants; states that do not submit plans to replace barcode/QR-scanned
electronic voting systems with devices that accept hand-marked paper ballots
would face a 20% withholding of the related funds.
