On July 24, 2026 MOFCOM published an export-control list after the EU on July 23 announced its 21st round of Russia sanctions that included 14 mainland Chinese and Hong Kong firms. Citing national security and non-proliferation obligations and citing the Export Control Law and the Regulations on the Export Control of Dual‑Use Items, China added 14 EU entities to its export-control list.
