The Ministry of Transport and the National Development and Reform Commission
jointly issued Opinions on deepening reform of the comprehensive transportation
system, mandating stronger cross‑department coordination in integrated transport
planning; establishment and improvement of a comprehensive transport planning
management system; alignment of transport plans with national development plans
and other national‑level special and regional plans; use of land and spatial
planning to provide binding guidance and constraints; implementation of
ecological zoning controls and environmental impact assessments; and end‑to‑end
integration of rail, road, inland waterway, civil aviation and postal planning
with the comprehensive transport plan.
