Chongqing has issued policy measures to accelerate development of an
international consumption center city. The plan backs upgrading and creating
world‑class shopping districts, promoting improvements to the consumption
environment and digital transformation, supporting first‑release and night‑time
economies, and guiding conversion and upscale redevelopment of existing
commercial stock and specialty shopping streets. It increases land support for
new industries and new business formats and steers globally leading,
regional‑landmark and wholly‑held new‑consumption projects into key commercial
areas and specialty blocks. The measures push systemic urban renewal, introduce
cross‑department joint approvals to shorten permit times, and aim to reactivate
idle commercial assets that meet planning. Repurposing old factories for
eldercare, medical and other state‑supported industries will receive a five‑year
transition policy allowing continued land use under original purpose and
land‑rights classifications.
