Under the draft, Hamas members could receive amnesty and remain in Gaza; militants who surrender weapons could receive compensation; Israel would withdraw gradually after implementation and halt targeted strikes on Hamas personnel. Israel remains skeptical Hamas will fully disarm. The Trump administration says a finalized accord would be a major step toward ending the Gaza war and launching reconstruction.
