Chongqing Development and Reform Commission solicits comments on a draft that proposes encouraging foreign‑invested enterprises to expand reinvestment in Chongqing. The measures would allow FIEs to use retained earnings of China‑established FIEs, or onshore legally distributed RMB or foreign‑currency profits of overseas investors, to set up new companies in Chongqing, increase capital in existing firms, acquire domestic shares/equity or asset shares or similar rights, and fund investment projects.

Kevin Warsh said the Fed's pullback from forward guidance allows the central bank to listen to market signals rather than unilaterally shape expectations. He noted recent rises in U.S. Treasury yields reflect stronger fundamentals—solid output, robust capital spending and productivity, and a stable, resilient labor market—and said the bond market is conveying the same message.
