The draft permits mining rights holders to apply for exploration and mining permits concurrently at the time of mining-rights registration and instructs natural-resources authorities to handle filings under a 'one-window application, coordinated handling' principle to speed processing and reduce applicant burden. Real estate registration agencies may obtain required mining-rights registration materials via information sharing, eliminating the need for applicants to re-submit them.
