Ghazi Hamad told Al Jazeera on July 31 that Hamas’s disarmament depends on Israeli forces withdrawing from Gaza and on progress in Gaza reconstruction. He said Hamas would hand weapons to the Gaza National Administrative Committee for safekeeping; the committee and an international stabilization force must enter Gaza and Israeli-backed armed militias must be disbanded. He described negotiations as difficult and warned that if Israeli forces do not fulfil their obligations, Hamas will not implement any part of the agreement.
