The Implementation Opinions tighten shareholder admission standards, create a
firewall between industrial and financial capital, and prohibit entities or
individuals engaged in illegal cross‑sector business, with excessive leverage,
serious breaches of trust or major regulatory/legal violations from becoming
major shareholders or actual controllers of financial institutions. Regulators
will require penetrating identification of major shareholders, ultimate
controllers and beneficial owners, strengthen reporting duties for major
shareholders and controllers, prohibit concealment of control, related‑party and
concerted‑action relationships, and ban false capital contributions,
round‑tripping injections and capital extraction.
