Hamas said it and Gaza factions have engaged constructively with mediators’
proposals on implementing a second phase of the ceasefire but made that phase
fully conditional on Israel’s full compliance with all first-phase terms. It
said the first step toward implementation is for Israel to stop attacks, end
military operations and fully withdraw forces from Gaza. Hamas and other
factions agreed to include heavy weapons in the agreement framework, subject to
strict preconditions, and called for early post-conflict reconstruction led by a
Palestinian technocratic committee (Gaza National Administrative Committee)
alongside deployment of international protection forces.
