US Secretary of State Rubio told Fox News rebuilding Venezuela is not limited to ousting President Maduro and requires a multi-step roadmap: first stabilise the country to prevent further unrest and large-scale migration; next pursue economic recovery and measures to attract investment; and finally hold legitimate democratic elections. He said durable peace after more than 25 years of political division will require national reconciliation.
