China's state planner and the National Energy Administration issued the 15th
Five-Year plan for building a new-type power system, directing commissioning of
hydropower projects in key basins including the upper Jinsha, upper Lancang,
middle Yalong and Dadu rivers, and calling for safe, orderly advancement of
major works on the lower Yarlung Tsangpo. The plan seeks to strengthen
hydropower's peaking, regulation and stability roles and to widen dispatchable
and flexible output, targeting roughly 410 GW of conventional hydropower
installed capacity by 2030.
