China Iron and Steel Association said H1 2026 steel exports fell overall with
stable prices; steel billet shipments rose sharply and 12 preliminary overseas
investigations into Chinese steel were filed. It warned external constraints
will tighten in H2 as the EU’s new steel safeguard cuts quotas and introduces a
smelting-and-casting origin rule, and cited broader geopolitical disruption that
will complicate exports. The association said it will strictly implement the
steel export licensing system, prioritizing higher-end products, stabilizing
nearby markets and tightening supervision. It called for stronger industry
self-discipline, optimization of export structure, deeper focus on neighboring
and emerging markets, proactive responses to trade frictions and adaptation to
international rules to drive a shift toward higher-end, greener exports and
ensure orderly development.
