China's Ministry of Industry and Information Technology published a mandatory
national standard titled Safety Requirements for Autonomous Driving Systems of
Intelligent Connected Vehicles, effective July 1, 2027. The standard requires
strengthening system capability to execute dynamic driving tasks and mandates
that autonomous driving systems' safety levels be at least equivalent to a
qualified, attentive human driver currently undertaking dynamic driving tasks,
without creating unreasonable safety risks for users or other road users. It
also sets scenario-specific safety requirements for dynamic driving task
execution and defines triggering and execution requirements for minimum-risk
strategies.
