Heavy rainfall caused floods across Heilongjiang; on Aug 4 the national disaster
reduction and relief committee launched a national level-four emergency
response. Under the national natural disaster relief contingency plan and based
on provincial damage assessments, the China State Planner urgently allocated 50
mln yuan in central budgetary investment to support post-flood emergency
restoration in Heilongjiang, targeted at repairing damaged roads,
water-management infrastructure and public-service facilities including schools
and hospitals to speed the return of normal production and living order.
