A U.S. official said Ukraine has agreed not to target certain non‑Russian‑flagged tankers or Black Sea oil infrastructure vital to Kazakhstan's crude exports. The official said last month’s attacks had disrupted loading; regional activity fell sharply after strikes near the Caspian Pipeline Consortium terminal at Novorossiysk. Ukraine has set up a liaison for commercial shippers to share information and help ensure safe transit. The commitment, reached after meetings between senior U.S. and Ukrainian officials, could pave the way for higher regional oil flows.

Iraq's oil minister, Bassim Mohammed Hudayyer, said on Aug 8 that closure of the Strait of Hormuz has reduced Iraq's oil exports by about 75%. Iraq is negotiating with Iran for permission to route its exports but coordination is not yet in effect. Before recent US–Israel–Iran clashes, Iraq shipped roughly 3.4 mln b/d via the Strait of Hormuz; flows via the strait have fallen since the outbreak. Hudayyer said Iraq needs to find solutions to diversify oil export routes.
