Syria and Russia signed a memorandum of understanding confirming future management of Russia’s bases on Syria’s western coast at Khmeimim and Tartus. Under the MoU, military facilities will be converted into joint training and exercise centers while civilian facilities, including Khmeimim airport and the Tartus port pier, will be transferred to the Syrian transitional government. Conversion work is slated to be completed within three months. Syrian foreign ministry said the MoU follows 18 months of intensive talks.

The 13th typhoon of the season, White Dolphin (strong typhoon), made landfall at about 17:30 on the 9th on the coast of Kanmen subdistrict, Yuhuan city, Taizhou, Zhejiang. Maximum winds near the center were force 14 (42 m/s) and central pressure was 945 hPa.
