Officials said restart depends on multiple permits: after EIA acceptance authorities will convene experts for review and a legally required public notice must precede formal EIA approval; only after all statutory steps are cleared will an EIA approval be issued. Several Yichun lithium firms contacted put a potential restart as early as Q3, with year-end the latest; one firm said the EIA approval is now at the final stage.
