Shanghai issued a plan to develop a national service-trade innovation
demonstration zone, calling for stronger service-trade support for the
integrated circuit sector. It will promote design+manufacturing integration and
build an international joint design center in the Lingang New Area. The plan
backs IC firms to achieve full industry‑chain breakthroughs and to cultivate
internationally competitive leading companies. Customs and trade measures
include allowing write‑off of imported consumable testing materials in
comprehensive bonded zones based on actual consumption, piloting bonded
supervision for IC testing operations with cross‑border inputs and outputs
conducted outside comprehensive bonded zones, and supporting IC companies to
operate international trade/distribution services.
