Shanghai Municipal Commission of Economy and Information Technology issued the
city’s 15th Five-Year Plan for the software and information services industry,
directing accelerated AI integration in software products and intelligent
upgrades in high-value areas such as industrial CAD, engineering design and
production scheduling. The plan calls for strengthening software capabilities in
sensing, analysis, decision-making and execution, promoting enterprise
technology upgrades, supporting wide use of the Coding platform and building
end-to-end intelligent R&D and production lines. It also proposes exploring
treatment of token-related expenditures, data governance, and large-model
deployment and retraining costs as eligible items for enterprise technical
transformation support.
