Shanghai Municipal Commission of Economy and Informatization issued the city’s 15th Five-Year Plan for software and information services, directing development of next‑generation model architectures (state‑space models, RNN variants, liquid neural networks and other non‑Transformer routes) and frontier foundation‑model technologies including physical intelligence, world models, quantum intelligence and neuromorphic AI. The plan targets ultra‑large intelligent compute cluster networking and boosting supply of AI compute hardware across high‑performance computing chips (GPU/NPU), quantum processors (QPU), co‑packaged optics (CPO), high‑bandwidth memory (HBM) and heterogeneous servers, and explicitly calls for deep integration of domestic chips with mainstream large models. It also prioritizes new storage‑retrieval and digital‑analog co‑design, high‑precision heterogeneous processing, native multimodal fusion, dynamic value alignment and automated complex reasoning covering the full corpus lifecycle.
