Shanghai Municipal Commission of Economy and Informatization released its
software and information services 15th Five-Year plan, committing to build an
open-source ecosystem and integrate with the global software-information
industry. The plan names platforms including the Baiyulan Open Source Research
Institute, OpenLoong and OpenDataLab to promote Shanghai-first launches of
open-source projects across intelligent software, language corpora, algorithms,
models, agents and humanoid-robot hardware/software; it endorses paid
open-source and dual-license revenue models, supports firms’ commercial
secondary development and aims to incubate open-source commercialization
companies. The plan also seeks deeper international open-source cooperation and
backing for local entities to participate in global open-source ecosystems and
international rule-setting.
