China’s National Flood Control and Drought Relief Headquarters and the Ministry
of Emergency Management raised Henan’s flood-control emergency response from
level 4 to level 3 at 09:00 on August 12. On August 11 central-eastern Henan saw
heavy to very heavy rain, with extreme rainfall reported in Pingdingshan and
Luoyang. Meteorological forecasts show heavy to very heavy rain from August
12–15 across central‑west and southern Huanghuai and southern North China; parts
of central and western Henan along mountain areas may experience extremely heavy
rainfall.
