The PBOC said in its Q2 2026 Monetary Policy Implementation Report that
financing for private firms remains structurally uneven: large private firms
have relatively strong access, small and micro firms receive multiple support
measures, while mid-sized private firms are a ‘squeezed’ layer lacking
diversified funding and policy support. The central bank will continue to
leverage re-lending incentives and use market-based guidance to push local
financial institutions to increase credit to private firms and improve financing
access for private SMEs and mid-sized enterprises.
