Shanghai issued an action plan to implement measures to boost private
investment, saying it will support recommending private enterprises to
participate in projects subject to national approval in rail, nuclear power,
hydropower, cross‑provincial DC transmission corridors, oil and gas pipelines,
imported LNG receiving and storage/transport facilities, and water supply to
raise private capital participation in major national infrastructure. The plan
directs private firms to use involvement in national projects to expand energy
and transport sector footprints and to increase investment in R&D and
manufacturing of high‑end energy equipment.
