Sichuan issued interim measures to accelerate its computing‑power network,
backing construction of 10,000+‑card intelligent compute clusters. The province
will target major telecom carriers and leading model developers to locate
clusters in the Chengdu Plain compute core and the Panxi–NW Sichuan
electricity‑compute integration belt, and will use fiscal, financial and
green‑power policy tools to support large and extra‑large facilities while
seeking inclusion in national special support. It will also explore
high‑security compute facilities in tunnels and other concealed environments,
inviting telecom SOEs and central enterprises to deploy modular, green,
high‑density, high‑security computing sites.
