Shanghai Civil Affairs Bureau and Shanghai Housing Management Bureau issued an
implementation plan to advance “property+eldercare” services. Districts and
neighborhood offices will select suitably mature residential communities and
guide property managers to develop locally adapted forms of
property-plus-eldercare. The plan supports property managers signing cooperation
agreements with professional eldercare institutions to bring trained services
into residential communities. Property firms that wish to provide
home-and-community eldercare are encouraged to set up dedicated eldercare
departments or form independent home/community eldercare service entities to
offer diversified, professional services to owners.
