The plan aims for key-area industry scale to reach 1.4 tln yuan by 2030, to secure breakthroughs in core technologies and deliver internationally leading flagship products, and to establish 10 competitive industrial clusters and 70 industry-specific parks. It directs wider deployment of high-tech emergency equipment — including increased household and community provisioning — and seeks to cultivate internationally competitive leading firms, specialized "small giant" enterprises and single-product manufacturing champions. The plan details 15 concrete tasks across four pillars: industry innovation, equipment application promotion, scaling industry players, and optimizing the industrial ecosystem.
