exchanging information and remain in contact with Tehran, but that does not
constitute formal negotiations. Iran has not decided whether to resume talks
with the United States. He said separate talks with Oman are underway to
establish shipping lanes to allow vessel passage through the Strait of Hormuz —
a distinct issue from ‘opening’ the strait — and that Iran would only restore
passage if the United States meets certain conditions.
