Fujian provincial government issued its "15th Five-Year" plan for emerging and
future industries, prioritizing AI deployment. The plan targets accelerated AI
infrastructure: a province-wide integrated compute network, public
intelligent-computing centers in Fuzhou, Xiamen and Zhangzhou, and deployment of
edge compute nodes. It calls for scaling AI pilot and pilot-test bases,
co‑building an AI for Science platform with national strategic science bodies,
and implementing a "data-element" initiative to create AI-ready high-quality
datasets in government, healthcare and marine sectors, plus provincial
data-labeling bases and a data development/service ecosystem. The plan
designates provincial AI industry parks in Fuzhou, Xiamen and Quanzhou, supports
R&D on AI chips and core algorithms, encourages AI-native startups and promotes
low-cost, open OPC1 innovation communities offering vertical-domain prototyping
services.
