Refinitiv says it obtained a draft US State Department letter and cites
anonymous US officials indicating Washington plans to send letters to the 30+
countries that signed the June AI Opportunities Partnership joint statement,
asking them to choose between the US and China in the AI competition. The US
would exclude countries that join a China‑led AI framework from participation in
a US‑led AI alliance, per the report. Chinese commentators say the US, after
courting 20+ economies with its “Silicon Peace” initiative, is now forcing
countries to pick sides, a move they characterize as technology bullying.
