The National Development and Reform Commission and the National Energy
Administration issued the Fifteenth Five‑Year Plan for oil and gas development,
directing sustained development investment intensity to support new capacity and
accelerate scale‑efficient exploitation of deep and ultra‑deep oil and gas. The
plan prioritises breakthroughs in unconventional resources, speeding reserve
mobilisation and development to achieve scale efficiencies in shale oil, shale
gas and deep coalbed methane. It mandates a marine oil and gas enhancement
programme to lift marine output‑equivalent to the 100‑million‑tonne level, an
old‑field stabilisation programme to sustain long‑term production at mature
fields such as Daqing and Shengli, and accelerated commissioning and production
at new fields including Bayannur and Jilantai.
