Subject to national land‑space planning, authorities encourage stock‑land redevelopment through self-operation, joint ventures or transfers to raise local commercial service capacity. County governments are supported to convert vacated office buildings and other idle state assets into convenience commercial outlets. Rural collective commercial construction land may be lawfully brought to market to develop county commerce, and idle rural housing is encouraged to be repurposed for new, village‑appropriate industries and business formats.
