The notice directs upgrades and retrofits of centralized wastewater treatment facilities in industrial parks bordering farmland; inspections and remediation of industrial and livestock‑farming water‑related problems; and requires localities to revise local pollutant discharge standards and tighten emission controls where industrial discharge of characteristic pollutants could threaten downstream irrigation water safety.
