consolidation via M&A and equity partnerships. It mandates a joint-growth
program linking transport-logistics firms and manufacturers to develop
regionally competitive integrated logistics providers in multimodal transport,
supply‑chain services and international logistics. The guidance also directs
firms to accelerate upgrades to intelligent, green facilities and to expand into
smart logistics, cold‑chain and unmanned logistics and other specialized,
