expand unmanned logistics across urban-rural delivery, trunk transport, park
short‑haul, warehousing/sorting and loading operations. The plan promotes
air‑ground smart coordination scenarios combining unmanned vehicles and drones
and mixed manned‑vehicle/drone operations. It prioritises supply chains for
lithium batteries, PV modules and new‑energy vehicles and calls for
government‑market collaboration to build carbon emissions accounting and
carbon‑footprint management systems, guiding firms to establish carbon‑asset
management and participate in carbon trading to drive green transformation
across production, distribution and consumption.
