The Shanghai municipal government issued the Resilient Safety City Construction
15th Five-Year Plan, targeting that by 2030 the city will have an overall
improved public-safety system and strengthened intrinsic safety. The plan calls
for more efficient peacetime-emergency integrated use of urban space, continued
upgrades to critical infrastructure and building defenses, consolidated social
co-governance of safety, normalized long-term risk-prevention and mitigation
mechanisms, enhanced operational emergency-rescue capabilities, and expanded
deployment of digital/intelligent city-safety tools to raise public safety
perceptions and position Shanghai as a domestic leader and international-class
resilient city.
