The plan mandates strengthening privacy-preserving computing hardware, general-purpose compute and supporting storage, and improving cybersecurity and test/validation networks to enable on-chain business scale-up. It calls for coordinated construction of customs, tax and other ministries’ trusted data service centers, including overseas trusted data centers. The plan also requires common-platform capabilities for data resource access, use, management and security to support data-chain integration, plus a cloud‑chain integrated operations, maintenance, resource, disaster-recovery and scheduling/command management system. A distributed node management console will be built to enable simplified cross‑cloud, cross‑domain node deployment and access.
