exports. The plan proposes exploring interregional personal information transfer
standards, building rule‑mutual‑recognition 'aggregate‑to‑aggregate'
cross-border data transfer service facilities to scale standardized compliance
services, accelerating service‑center deployment, strengthening policy
consulting and preliminary verification of negative‑list materials, and
advancing multilateral and bilateral pilot projects to facilitate cross-border
data cooperation.
