The Jiangsu Provincial Department of Industry and Information Technology issued the Jiangsu "AI+" Industrial Software Breakthrough Development Action Plan for 2026–2028, outlining five priority tracks: building industrial software development capacity, upgrading software vendors with AI, using industrial software to empower manufacturing, cultivating innovation carriers, and optimizing the industrial-software ecosystem. Key measures include targeted R&D on core underlying AI+ industrial software technologies and tighter integration of AI capabilities into industrial software; development of new service formats—model-as-a-service, agent-as-a-service and outcome-as-a-service—and promotion of result-based and usage-based billing models; construction of high-quality industrial datasets and data–model co‑optimization; accelerated establishment of industrial software research institutes and local innovation centres for pilot testing, compatibility/adaptation and application promotion; and incentives such as compute, model and token vouchers to lower barriers to enterprise AI adoption.
