The plan calls for distributed siting of key facilities, energy and water sources, tighter disaster-resilience standards and comprehensive infrastructure risk inspections. It mandates retrofits of aging gas, water-supply/drainage and power distribution networks, continued remediation of stormwater-sewage cross-connections and establishment of long-term management mechanisms. The plan also accelerates upgrades to urban sewage collection, treatment, reuse and sludge-processing facilities and the establishment of integrated build-and-operate mechanisms for treatment plants and stations. Target: 300 km of overhead-line burial and pole-box remediation to be completed by end-2028.
