The All-China Federation of Trade Unions on the 20th released its '15th Five-Year' work plan, directing sustained efforts over the next five years to organize, enroll and protect workers in new forms of employment—notably delivery riders—and provide targeted services. The plan orders unions to strengthen rights protection and employment management for gig workers and to promote platform companies' participation in collective bargaining to achieve mutually beneficial outcomes between platforms and new-form workers.
