Deputy Finance Minister Liao Min told a State Council Information Office briefing that during the 15th Five-Year Plan period China will build a stronger, more stable, balanced and sustainable fiscal position. The ministry set six priorities: further strengthen fiscal capacity; shift spending toward human-capital investment and measures to support domestic consumption to boost the domestic cycle; raise macro-fiscal policy effectiveness; deepen fiscal and tax reform; improve fiscal management; and resolve fiscal risks in key areas.
