China’s Ministry of Finance will expand the pool of institutions authorized to process interest‑subsidized loans for small‑and‑micro enterprises and service‑sector operators to about 400 from roughly 100. The list will include 21 nationwide banks and additional city commercial banks, rural cooperative finance institutions, private banks and foreign banks with a regulatory rating of 3A or above, widening coverage across urban and rural borrowers.
