The Shanghai Municipal Government Office issued the city’s Comprehensive
Transportation Development 15th Five-Year Plan. It sets 2030 targets to build a
high‑quality, integrated transport system that is people‑centered, efficient,
smart, green and resilient, aligned with a world‑class international metropolis.
The plan seeks to preserve Shanghai’s world‑class international shipping center
status, develop a leading comprehensive three‑dimensional transport network,
lead the nation in modern transport governance, materially improve resident
travel satisfaction, and lay a solid foundation for the 2035 goal of becoming a
transport‑strong city.
