FT reports Saudi authorities have discussed with London brokers a state-backed war and political-risk insurance scheme to cover regional vessels after conflict threatened Saudi trade. The finance ministry is studying a pooled plan to insure ships and maritime cargo at lower cost, offering up to SAR700m (about $186m) of commercial cover per event. Insurers and reinsurers would supply a first layer of cover; a state-backed backstop via the state-owned Saudi Export-Import Bank would provide insured entities with several hundred million dollars of additional protection. Saudi Re and Riyadh Re are expected to lead a reinsurer consortium under discussion, which may include international firms.

Barclays rates strategist says Fed Chair Kevin Warsh may advocate reducing the Fed’s use of forward guidance, calling it a source of past policy errors. At the Kansas City Fed annual symposium in Jackson Hole (Aug 27-29) Warsh may offer views on balance-sheet policy and is expected to emphasize long-term drivers, notably productivity trends and their impact on potential growth. He is unlikely to provide near-term policy guidance; markets will seek signals on how the FOMC plans to return inf to its 2% target and, if inf fails to improve, Warsh is likely to confirm that further rate hikes remain an option.
