President Putin has authorized the government to temporarily take control of
critical facilities judged unable to adequately defend against Ukrainian drone
strikes, according to a presidential decree posted on the government website on
Monday. The decree allows temporary management if a designated critical facility
fails to implement required security measures or breaches drone-protection
rules. Cited facility types include energy complexes, industrial plants,
logistics hubs, and communications and utilities infrastructure. The government
will end temporary management at the president’s direction.
